The Cabinet Members of Kirklees Council Labour Group are listed below with their portfolio responsibilities.

Leader - Councillor Shabir Pandor 
  


Councillor Pandor leads on political strategy and policy for Kirklees Council, regional relationships and strategy, strategic partnerships and partnership working. Councillor Pandor has been a councillor since 2002, representing the Labour and Co-operative Party in Batley West. He was Deputy Leader of the Council from 2016 to 2018, becoming Leader in May 2018. In addition, Councillor Pandor sits on the Leeds City Region Enterprise Partnership (LEP) Board and he chairs the Inclusive Growth and Public Policy Panel. He also represents Kirklees on the Key Cities Group, being a robust advocate to Government for fair funding and representation for towns in the North of England. Prior to his Senior Leadership roles Councillor Pandor served as Chair of Housing Management Committee, Chair of Area and Area Advisory Committee, Chair of Corporate Affairs Scrutiny Panel and cabinet member for Adults and Communities, Corporate Resources and for Education and Learning.                                              



Deputy Leader - Councillor Peter McBride - Portfolio Holder for Regeneration


Councillor McBride has responsibility for regional working, strategic planning, housing strategy, transportation and town centre regeneration. Councillor McBride has been a Councillor for 32 years in total and has held a portfolio in Kirklees since 2009 with skills in regeneration, transportation and Labour Spokesperson in Education and has previously chaired meetings for West Yorkshire Regeneration Committee and West Yorkshire Strategic Planning Committee. He is a member of Kirklees Stadium Development Ltd, attends meetings of West Yorkshire Combined Authority, and also the Investment Committee, Place Committee, Skills Committee and is a co-opted member on the Transport Committee.



Councillor Viv Kendrick - Portfolio Holder for Children


Councillor Kendrick is the portfolio holder for Children, which includes the statutory responsibility for children, support for children and families, children's safeguarding and corporate parenting, early help, children  and young people partnership and home to school transport. She is also Chair of the Health and Wellbeing Board and member of West Yorkshire and Harrogate Health Partnership Board. She has been a Councillor for 9 years. Councillor Kendrick has previously been a Cabinet member for Adult Care, Public Health and Chair of Health and Wellbeing Board and  a Foster Panel Member. Her hobbies include canoeing where she coaches people, particularly people with disabilities, and she also organises the National Sprint Regatta events for disabled people. 



Councillor Musarrat Khan - Portfolio Holder for Health and Social Care


Councillor Khan is the portfolio holder for Health and Adult Social Care which includes public health and health protection, Adult Social Care, promoting healthy lifestyles and physical activity, and health and social care integration. Councillor Khan has been a councillor for 4 years. Previously she has been the portfolio holder for Highways and has been member of Employee Relations Sub-Group, Huddersfield Planning Sub-Committee, Health and Social Care Scrutiny Panel and occasionally Mental Health Scrutiny Panel. She attends Kirklees Community Association and has previously been a member of the Locala Partnership Board.



Councillor Naheed Mather - Portfolio Holder for Environment






Councillor Mather is the portfolio holder for Greener Kirklees which includes climate change and air quality, refuse collection and waste strategy, enforcement, environmental crime and shared responsibility for transport strategy and town centres. She has been a Councillor for 8 years and her experience lies in the areas Streetscene and Highways, Economy: Strategic Housing, Economic Strategy and Town Centre Regeneration. Councillor Mather is also a Board Director at SUEZ (Kirklees) Ltd, a member of Kirklees Community Partnership Board, and Kirklees Democracy Commission, Chair of the Board at Kirklees Neighbourhood Housing Ltd, and Inclusive Investment Board at the Combined Authority  and a sub on the Parking and Traffic Regulations Outside London Adjudication Joint Committee.



  Councillor Carole Pattison - Portfolio Holder for Learning, Aspiration and Communities




Councillor Pattison has recently taken over the portfolio for Learning, Aspiration and Communities, and the two aspects knit well together as both are about improving the aspirations of all members of the community. The portfolio includes schools and learning, strategic oversight of schools, community cohesion and community safety. Councillor Pattison has been a councillor for 9 years. She was previously a member of the Overview and Scrutiny Committee, chair of Licensing and Safety Committee, chair of the Labour Group and she is Vice Chair of Kirklees Neighbourhood Housing. Councillor Pattison has been on the board of Lawrence Batley Theatre, The Music School (Musica), and Kirklees Community Association and has previously been a school governor for many years.



Councillor Cathy Scott - Portfolio Holder for Housing and Democracy


Councillor Scott is the portfolio holder for Housing and Democracy including democracy commission, place based working and Kirklees Neighbourhood Housing. She has been a councillor for just over 10 years. She has also chaired  the Licensing and Safety Panel in the Dewsbury Area Committee, and has been a member of the Heavy Woollen Planning Committee for 10 years. Councillor Scott is a Community Centre Manager and has previously worked in the Private and Voluntary Sector. She is a member of Dewsbury Forward (Town Centre Regeneration), and works with adults with mild to moderate learning disabilities, volunteers with domestic violence and Aliens Youth Club Dewsbury East Community Trust.




Councillor Graham Turner - Portfolio Holder for Corporate





Councillor Turner is the Corporate Portfolio Holder, which includes responsibility for financial management and risk, performance and intelligence, IT, industrial relations, corporate landlord, transformation, health and safety and access to services and civil contingencies. He has been a Councillor for 7 years. Councillor Turner has previously been a Cabinet Member for Resources. He is a member of Denby Dale Parish Council and has just completed 24 years service and was re-elected in May for another 4 years. Councillor Turner is a season ticket holder at Huddersfield Town and enjoys spending time with his family at music events and other family related events as his family is important to him






Councillor Paul Davies - Portfolio Holder for Culture and Greener Kirklees



Councillor Davies is the portfolio holder for Culture and Greener Kirklees which includes Culture, Arts, Licensing and Regulation, Refuse collection, and Bereavement services.
