Parking Fine Dodgers: What do you think??

331 parking fines in Kirklees have been written off 

As it is impossible to trace foreign registered vehicles. Cars imported in to the country are supposed to get a UK registration after six months, but over 30% don't. That means they don't pay parking tickets, speeding fines, or excise duty. It also means they may not have an MOT or be insured.

I wanted to publish their numbers on-line to ask the public to trace them, but have been told it may infringe their civil rights! Is that their right to ignore the law? What do you think?
